* configure.in (--enable-kdb): Fix help text; handle --disable-kdb.
Remove BUILD_CC checks and lex/yacc checks (which were for mig).
(installed_clib): Remove these checks.
(LD, NM, MIG): Use AC_CHECK_TOOL for these.
