* Makeconf (cleantarg): Add `$(libname)_pic.a'.
[$(makemode) = library] (targets): Likewise.
($(libname)_pic.a): New rule.
($(libdir)/$(libname)_pic.a): Extended from the previous _p.a and
.a rules.
