* argp.h: Add extern inline protection.
* idvec.h: Likewise.
* maptime.h: Likewise.
* argp.c, idvec-funcs.c, maptime-funcs.c: New files.
* Makefile (SRCS): Add argp.c, idvec-funcs.c, and
maptime-funcs.c.
