Use the C locale.
<tschwinge> joeyh: What happens if the locale configuration option (ikiwiki.setup) is not a utf8 locale? / Is the C locale utf8?
<tschwinge> joeyh: I want to share a configuration file between different machines, some of which have en_US.uft8 installed and other haven't.
