The GNU/Hurd does not use SYSV runlevels, so commands like

    # shutdown -h now

will not work. Simply use the equivalent shortcuts

    # halt
    # reboot

to respectively shutdown and reboot Hurd, provided natively,
instead of from SYSV runlevels.
