Subject: utils: split-off the message id parsing

* utils/rpctrace.c: Move all the code handling the message id files...
* utils/msgids.c: ... to a new file.
* utils/msgids.h: And add the relevand declarations.
* utils/Makefile (SRCS): Add the new file.
