Include <string.h> and <hurd/startup.h>.
(diskfs_startup_diskfs): If not bootstrap filesystem, call
_diskfs_init_completed here.
(diskfs_S_startup_dosync): New function (commented out).
(_diskfs_init_completed): New function.
