* iouser-create.c (iohelp_create_complex_iouser): Add const to args.
* iohelp.h: Update decl.
* iouser-restrict.c: New file.
* Makefile (SRCS): Add it.
* iohelp.h: Declare iohelp_restrict_iouser.
