Prepend `msg_' to all RPC names.
(dir_changed, file_changed): RPCs moved to fs_notify.defs.
(msg_get_exec_flags, msg_set_exec_flags,
msg_set_some_exec_flags, msg_clear_some_exec_flags): New RPCs.
